Depends on which Sherlock would be investigating; a 19th century Victorian Sherlock Holmes or a 21st century social media savvy new-age Sherlock

If Holmes along with Watson would be coming to one of “our colonies”; India would greet the detective in a natives welcoming the “sahib” manner; and a typical case would be something religiously exotic; with memsahibs, dak bungalows and a mystical undertone. The Colonial Capital would have been Calcutta; so Holmes would likely make a detour via a city which was once the governing centre of the Raj in India.
Cut to the 21st century; Indians will still welcome “Sherlock”. However a contemporary fictional story would be most likely on the lines of every newspaper and TV channel wanting to interview the world-famous detective; and he would be heading out to Bihar only if presenting with something serious and worthy apart from a real mystery.
You can let your imagination roam free and concoct any scenario. Could be a “Sherlock” movie cross-over with an Anurag Kashyap swear fest.
After all present-day Bihar is infamous for education and fodder scams and political goons. Or if you still want the conventional, civil Sherlock Holmes; and things Bihar was/is famous for; a case around Chanakya, Magadha or the Buddhist Bodh Gaya.
